    "content": "When he comes, he will say where the Regulations are, and what we are supposed to do with them. We need to take a decision and bring it to the House. As you agreed, the Committee will consider the Regulations and make a report and bring it to the House. We will not do it in the normal way. If the Committee approves the Regulations, then they move straight to operation. They have to come to the House. That was the agreement. I hope the Chairman will do it that way."
