Temporary Deputy Chairlady, my understanding is that what the Committee seeks to address relates to nominating MCAs to meet the two-thirds gender rule, so that no party nominates people from outside the county in question. That would mean that no person registered in Turkana is nominated to serve in the Homa Bay County Assembly. As much as we may be trying to deal with provisions in the National Integration and Cohesion Act, it would be important that a person nominated to a county assembly has some links to the county so that their nomination does not create a lot of frictions. I know of two live cases that created a lot of frictions in the respective counties. One, unfortunately, concerned a friend of mine."
