    "content": "Following the High Court Ruling on Petition No.272 of 2016 of 5th November, 2019 quashing the guidelines of administration of the Equalisation Fund and ensuing disbandment of the Fund’s Advisory Board, all expenditure of the Fund was stopped. To mitigate this, the National Treasury in collaboration with other stakeholders developed the Public Finance Management (PFM) Regulations 2021, which were approved by Parliament in October 2021. Following the appointment of the Advisory Board and establishment of the secretariat, it is expected that completion of projects as identified under the first policy under the implementation of the programmes in the second and subsequent policies will now be fast-tracked."
