    "content": "I have a problem with a few provisions here. I agree that anybody importing sugar into the country should be surcharged. There should be a 10 per cent levy on the Cost Insurance Freight (CIF) on imported sugar. However, I do not understand why we want to put a levy on our domestic farmers.
