    "content": "During devolution, many things have been devolved to the counties. Nursery schools are being built by the counties and they need contractors and people who know something to do with construction. We are doing NG-CDF, and having received just a billion in the last ten years, the impact of NG-CDF has been felt. It, therefore, means that a local villager is the one with the biggest access. A lot of work has been done, more than what we have seen with the Kshs90 billion which has been received by the counties. Even if we were to go by the sub-counties, you will find about Kshs30 billion, but the NG-CDF with less money is in touch with the community.
