Gikaria, the former Chairperson of the Departmental Committee on Energy. I wish he was still the Chair of that Committee, because what we have experienced recently would not have happened. It has never happened during his tenure. This demonstrates that he is a capable Member of this House. Hon. Temporary Deputy Speaker, this is a timely Bill. It is extremely important to the marginalized groups and interested groups like PWDs, the women and youth. The NCA is a key component if you want to venture into the construction industry today.
