    "content": "Hon. Members, the petitioner states that when Kenyans migrate to the diaspora to pursue new employment and business opportunities, they get disconnected from their homeland, Kenya. Consequently, they face a myriad of challenges in relation to repatriating and investing their earnings back home due to lack of support and legal structures for securing, supervision and monitoring of the welfare and investments of Kenyans in diaspora. As a result, Kenyans in the diaspora or those returning home are vulnerable to opportunists who take advantage of structural and legal gaps to exploit them of their hard-earned investments."
