Deputy Speaker, you will recall that the issue of the diaspora became very crucial in this country’s foreign affairs policy as far back as the 9th Parliament. The Ministry of Foreign Affairs has tried its best, but it has always been frustrated by the National Treasury, more so by our own Budget and Appropriations Committee."
