"content": "We are Africans and we are like any other people in this world. We have our own traditional way of discipline and undertaking what we do. Making corporal punishment in the way it is framed here illegal, indeed, is to damage families and generally to make it extremely difficult to correct and put children in line or raise them in the correct way. There can never be any corrective discipline that does not come with sanctions or some form of pain. It is important again that at the Committee of the whole House, we redefine what constitutes corporal punishment both in public schools, private homes or any other corrective facility."
