The first Message reads in part, and I quote: “…that the Senate by a resolution passed on 31st March 2022, approved the mediated version of the County Governments Additional Allocation Bill (Senate Bill No.35 of 2021), formerly referred to as the “County Governments Grants Bill (Senate Bill No.35 of 2021)”. You will recall that the County Governments Grants Bill (Senate Bill No.35 of 2021) was referred to the National Assembly towards the end of the last Session having been passed by the Senate. The House passed the said Bill on 2nd December 2021 with further amendments and referred it back to the Senate for reconsideration. However, the Senate rejected the National Assembly’s amendments. This in effect committed the Bill to a Mediation Committee in terms of Article 112(2)(b) of the Constitution."
