The Petitioner has a point in as far as demarcation and recognition of some areas in this country as hardship areas is concerned. Even as we think about these hardship areas, we need to think about the smallest units that can be designated as hardship areas. We have counties that are known to be rich and are not hardship areas, but have sub-counties, wards, locations and sub-locations which should be considered as hardship areas."
