    "content": " Thank you, Hon. Speaker, for this great opportunity to also add my voice to this issue of hardship allowances. Pokot is also classified under hardship areas. My message to the Committee is that there is need to develop a formula. Everybody wants their area to become categorised as a hardship area and it might be the best time for the Committee to develop a formula like what I see in the Commission on Revenue Allocation. It should be a periodical formula such that it comes to Parliament after five years, so that we can then look at the parameters and develop our county in a uniform manner rather than the idea that counties or constituencies are begging to be categorised as hardship areas. For us to become objective as a country, we need to develop a formula."
