    "content": "Secondly, I want to take an example of West Pokot. I do not know whether people know what they are asking for. When you are in a hardship area, two things will happen. Many people will be looking to go and work in the hardship areas, but when they reach there, they want to live along the highway. We have seen this in West Pokot where most people want to come and work in our county headquarters because they have special interest or to get more money. However, when they reach Kapenguria, they only want to work there and not in far flung areas. They need to consider that they should go to the hardship areas and not just live around towns."
