    "content": " Thank you, Hon. Speaker. I rise to support the Motion. I want to agree with Hon. Mutunga that a lot of times, donors want to deal directly with county governments. Devolution is one of the most important phenomena of our Constitution. There are a lot of expectations from Kenyans that devolution will take development to the grassroots level. Unfortunately, that is not what has happened. Up to now, after about 10 years of devolution in Kenya, averagely Ksh80 billion has been allocated to every county.
