Speaker, that is how the foreign donors came in to directly give more funds to the counties other than the normal funding that we do through the national Government and the division of revenue. Quite a number of projects go on in different counties. They are funded by different donors according to the negotiations by different county governments. In the case of Makueni, we have a food processing plant which, at first, was funded by the county government with Ksh3billion. When they were buying the processing equipment, I am aware that the European Union (EU) gave them an additional Ksh100 million or so. Despite that funding, that particular plant has never taken off, and it has not assisted the farmers as it was intended, yet the county government was assisted by international organisations."
