    "content": "When we come up with this legislation, what will be the role of the Senate? How will the Senate monitor this? The work of the Senate is to pool monies from the national Government in relation to devolution and go out to the counties to serve the people there, supplement or improve what has not been sufficiently covered by the normal monies which are allocated. This law will improve this. We will have more accountability. Someone from the Auditor-General’s office will now be able to follow up the projects. We really need to synchronise how the national Government funds projects. We should bear in mind that we borrow money which comes into the Budget, and then we have these grants. Some of these grants are conditional grants which go to the counties, and they are not accounted for properly."
