    "content": "As a Member of Parliament and a resident of Kirinyaga County, I have also noted that some of these conditional grants take time to be implemented. The county governments take their sweet time before they implement projects. Sometimes they are also used for political expediency. There are no clear oversight structures that are usually laid out on how to spend this money. When these projects are being implemented, the county governments should clearly indicate that they do not emanate from the normal budgetary allocations. They should always be pegged and clearly marked as donor funds so that people can differentiate between them and what comes from their taxes."
