    "content": "Most of these amendments are basically issues of terminologies. However, I want to spend a little time to look at Clause 20, which seeks to amend Section 39 of the Elections Act. It gives a systematic chronology of the process of transmitting results from the polling centre or polling station all the way to the national tallying centre, and specifically deals with the presidential election. Due to the clout and clamour of the Office of the President, and being the symbol of unity of the Republic of Kenya, and coming from the fact that quite a number of key functions are retained in the national Government, the Office of the President is becoming a hotly contested Office. Therefore, whoever ends up being the winner of that Office needs to be somebody who has been elected in the most democratic manner in a free and fair election."
