"content": "(b) by inserting the following new sub-clause immediately after sub- clause (2)— “(3) The Board may from time to time co-opt professional experts in financial management, international commodity trade or in any other area they need technical or professional support.” (4) The appointment of the chairperson or members of the Board under subsection (1) (a), (d), (e), (f) and (g) and shall take into account the gender, regional and other diversities of the people of Kenya.” The reason is that Clause 7 of the Bill provides for the composition of the Coffee Board of Kenya and the amendment proposes for an additional member, the Principal Secretary responsible for cooperatives or the commissioner of cooperatives for the time being. In order to achieve that, paragraph (d) has been amended by reducing the number from two persons to one person. The composition has also been rationalised to provide for the representation of small scale, medium scale and large scale coffee growers which ensures adequate coffee farmers’ representation. Further, the amendment provides for co-option of professional experts to benefit the board. Finally, appointments should take into account gender and regional diversities of the people of Kenya.
