    "content": "As the Member for Kitui South, I was shocked because Members were shouting loudly that the national Government can spend, under Article 223 of the Constitution, more than 10 per cent of the sum appropriated by Parliament for a particular financial year. That is what they kept on saying. It is only 7 per cent. We would like to thank you very much. Continue guiding this House. May God give you many more days, so that you continue giving us guidance."
