    "content": " Thank you, Hon. Temporary Deputy Speaker. This afternoon, there were two main reasons why we came to the House. There were two critical businesses that were on the Order Paper, and one of them is this Bill. We are going to do fundamental changes to an election law that is going to affect the country and Members of this Assembly. I am told that the Speaker is blind. Looking around the House, I want to call your attention to the quorum in the House. You can count the people in the House with one hand. It will be sacrilegious to discuss a matter of such national importance without quorum. The best we can do, with your direction, is to bring to the attention of the Members who are within the precincts of Parliament that we do not have quorum in the Chamber by ringing the Quorum Bell for 10 minutes. It will be sacrilegious for us to process this Bill in a House with four Members sitting. I am calling your attention to the quorum situation in the House. Thank you."
