    "content": "I walked into the meeting and he gave his word. I, therefore, want to thank the Membership of the Committee coming from the National Assembly. I also congratulate our Members in that Committee. They are almost in their entirety, including Sen. Mutula Kilonzo Jnr. and Sen. Nyamunga. One of the Members of Parliament (MP) of the National Assembly, Hon. Naisula Leisuda, was a Member of the Senate. I am sure she could not have voted any differently. I emphasize two things that have been said by the previous speaker; that this Bill is important for the Senate for purposes of accountability and oversight. Funds are going to counties; the Senate must have a role in questions oversight and accountability. It is important that the National Assembly does not arrogate responsibilities of the Senate on funds that are devolved. We, therefore, do not want to take a lot of time on this one because it is a victory for the Senate. It was our own Bill."
