    "content": "Madam Temporary Speaker, when this Bill becomes an Act of Parliament, one of the things that both the national Government and the County Government will have to do is civic education, to educate the farmers of the goodness that is contained in the various articles of this Bill. If the provisions of this Bill are properly implemented, then the farmer stands to gain. However, if they are poorly introduced to the community and to the public, am afraid it may find the same fate like the former cotton industry limited went at that time when it was being promoted by the Kenyan Government."
