    "content": "A number of concerns were raised, which the Committee has addressed. The first concern was that this Bill will lock out so many people in the sector. I want to report that with the assistance of the Committee, we have amendments that will address that issue. For example, we have youth who have no formal education or, maybe, they have gone up to Form IV, but they have come up with an innovation. This Bill recognises that they will be registered as practitioners, even without any degree, diploma or any qualification. We are working towards having a digital economy. We already have a Digital Economy Blueprint 2019, which recognises digital skills and values as a pillar. This Bill will help us to have a digital economy. If this country goes fully digital, then even our Gross Domestic Product (GDP) will go up. We will consequently be able to generate enough revenue to do other things, like construct roads and provide infrastructure.
