    "content": "There was also the issue of barriers of entry to ICT practitioners. That has been addressed through amendments. Even our youth who have no high qualifications but are innovative will be integrated as practitioners. That, in itself, will ensure that whatever innovation that our youth will come up with will not be stolen. We have many cases of intellectual property theft by multi- national companies in this country. Our youth come up with solutions which are taken away and they do not benefit. The country does not benefit also."
