    "content": "(8) Five members of the Board shall constitute a quorum at any meeting. (9) The Board shall meet at least once in every three months. (10) The powers of the Board shall not be affected by any vacancy in the membership thereof. (11) The expenses of the Board shall be defrayed out of the monies appropriated by the National Assembly for that purpose. (12) Subject to the provisions of this Act, the Board may regulate its own procedure."
