    "content": "As you may recall that on 2nd March, 2022, I sought your intervention to engage your counterpart and ensure that the Mediation Committee commences its sittings. I appreciate that the efforts you made yielded fruits and the Committee held its first sitting on Tuesday, 15th March, 2022. The Committee, at its second sitting on Tuesday, 22nd March, 2022, held a meeting with key stakeholders. It is worth noting that the main bone of contention is whether the Bill should be an annual legislation setting out the distribution of grants to the 47 counties or the Bill should provide a general framework for dealing with additional allocations."
