The Members of Parliament in the National Assembly believe that they are in competition with what happens in the counties. We, as defenders of devolution, have to stand very firm to defend some of these things. I am surprised, that the Leader of Government Business can present such a Bill to this House when we already have a Bill from a Committee of this House, which proposes that this year, we will move from this Kshs370 Billion to Kshs495 Billion. That is the proposal from our Committee on Finance and Budget. Mr Temporary Speaker, Sir, we cannot have the Leader of Government Business present something else.
