    "content": "“When the court has to form an opinion upon a point of foreign law, or of science or art, or as to identify or genuineness of handwriting or finger, or other impressions, opinions upon that point are admissible if made by persons specially skilled in such foreign law, science or art, or in questions as to identify or genuineness of handwriting or finger or other impressions.” Police Medical Report Forms, generally referred to as P3 Forms, are a creation of the Kenya Police Standing Orders. These are administrative orders issued or created by the Commissioner of Police under powers vested in him by the Police Act, Chapter 84 of the Laws of Kenya, Section 5, which states, also in part that:-"
