    "content": "Even when the Head of State declines to assent to a law, the Constitution demands that he has to return it back to Parliament. We are again given an opportunity that we can override his decision if it is supported by two-thirds. That is a safeguard. It is having a limited government in place because we are not an autocracy. Parliament is supposed to be independent. That is why we have our independent budgetary allocation, so that we can conduct our affairs without feeling that we are being put under pressure by the Government."
