    "content": "Mr. Temporary Speaker, Sir, I never make reckless statements on the Floor of the House. I am a Senior Counsel. Anytime I speak, I have my facts correctly. What I said is a factual position. The Council of Governors proposed an allocation of Kshs751 billion. However, the Intergovernmental Budget and Economic Council (IBEC) chaired by our Deputy President, William Samoei Ruto, held a meeting which came up with a figure of Kshs370 billion. From where I am sitting, the Chairperson must take responsibility. I take responsibility for the decisions that we make in my Committee. That is the factual position."
