    "content": "As my friend Sen. Olekina has stated, it should be possible for anybody in Kenya to run for any office. Right now, you must be wealthy in order to run for office. This Bill seeks to amend the existing laws, so that it is possible to control spending and that is why it is here. The purpose of the Bill is to remove some requirements for us to have a committee in charge of spending, the request for expenditure reports, the committee on referendum spending and also limit powers of the Auditor-General seeking to audit. Once you have controlled the limits, it will not be necessary to have regular audit of those funds by the Auditor-General. The objective is for us to support this Bill as part and parcel of the general consensus on how elections should be limited in terms of the expenditure. Right now, you can get your money from anywhere. You can get money from other places and there is no reporting."
