    "content": "Finally, the Committee, having observed that counties were in financial distress while responding to the effects of COVID-19 pandemic and having noted the borrowing of monies from other Government entities, recommended that the county officers endeavour to operate within the law when it comes to service delivery even in times of pandemic. Further, the Office of the Auditor-General should review the query in its subsequent audit circle to ensure refunds of the monies borrowed."
