    "content": "Overall, on the question as to whether this Bill meets the constitutional requirements, yes, it does. This is because the minimum percentage that should go to the counties is 15 per cent. It seeks to allocate more than 10 per cent of the minimum required under the Constitution. The case I am making is that it could have been better. I therefore commend the Bill to the House. This is the last such Bill before this Senate. Some of us will be here, some of us will not be here, but I know that the decision that we will make on 9th August this year will have an impact on the percentage that we are going to get in the next financial year. Hopefully, Sen. Poghisio will still be here to move it again. I might not be here to second but I commend the Bill. I beg to second."
