    "content": "Thank you, Madam Temporary Speaker, for giving me this opportunity to contribute to the Division of Revenue Bill debate. This is one of the main responsibilities of this House; participating in the division of revenue of the equitable share amongst the National and the county governments, what is known as the vertical division. I always like to refer to the clauses. For example, in this case, Clause 5 of the Bill, which states very clearly in part one, in the event that there is under collection then the counties should get whatever they have been allocated and in the event of the over collection of the revenue, then it goes to the National government.
