Senators, I wish to report to the Senate that, pursuant to Standing Order No. 41(3) and (4), I have received the following Message from the Speaker of the National Assembly regarding the passage of the National Disaster Management Authority Bill (National Assembly Bill No.10 of 2019). Pursuant to the said Standing Orders, I now report the Message- PURSUANT to the provisions of Standing Order Nos. 41(1) and 142 of the National Assembly Standing Orders, I hereby convey the following Message from the National Assembly – WHEREAS the National Disaster Management Authority Bill (National Assembly Bill No.10 of 2019) was published, vide Kenya Gazette Supplement No. 17 of 1st March, 2019, as a Bill concerning county governments in terms of Article 110(4) of the Constitution seeking to establish a centralized system of responding to and managing disasters in the country through the establishment of the National Disaster Management Authority, which is to be the main body dealing with disaster management in the country with a view to ensuring better response to disasters, and reduced impact of disaster; AND WHEREAS the National Assembly considered and passed the said Bill on Wednesday, 16th February, 2022, with amendments, in the form attached hereto;"
