It helps our people to know that they are properly anchored in the Constitution. For example, the 5 per cent reservation of employments has actually not worked. We tried to push to have a 5 per cent of elective positions to be progressive and 5 per cent be mandatory. We need to have an innovation. We should reserve employment for PWDs by law. Section 13 of the current Act has really defined this law in a very superfluous manner. It reads-"
