    "content": "In as much as I thank the President for the launch, I want to suggest that this Bill that Sen. (Dr.) Mwaura has brought on the |Floor of this House, states that 5 per cent of this building should be given to PWDs. It is unfortunate that world over, people do construction of commercial building which are not accessible by PwDs. They never remember PwDs. PwDs are among the poorest in this world. You will find that when it comes to housing, some of them do not have houses. The evidence is everywhere. When you drive out of the Senate, you will find PwDs on the streets carrying their babies. The women there are vulnerable. Some of them, are raped at night and they have nowhere to go. So, they have street families. This Bill is talking of a housing project so that 5 per cent should be given to them."
