    "content": "Yes, Madam Temporary Speaker. I would like to inform the House that this is a study by African Parliamentary Union (IPU). When it came out, member Parliaments have to be informed. This is why it is under 47(1) so that African parliaments, which the Kenyan Parliament is part of, has been highlighted as having this issue. This is a scientific study that was done and, therefore, it was incumbent upon us to sensitise our Parliament on the outcome. Therefore, this is the spirit in which this statement was read."
