We have assistant chiefs, Nyumba Kumi, Deputy County Commissioners (DCCs), Assistant County Commissioners (ACCs), who know the people who live in that area. Many of the people in this country are not nomads to the extent that they would not know the old people. Why are you telling this House that as the Committee on Labour and Social Welfare, you encountered a problem in registering old people who can easily be gotten from where they live by the chiefs and their assistants? What were the hiccups?"
