    "content": "As you are aware Article 119(1) of the Constitution, states that- “Every person has a right to petition Parliament to consider any matter within its authority, including enacting, amending or repealing any legislation.” Hon. Senators, Mr. Mmenya has raised several salient issues in the said Petition. In 2011, there was an advertisement of a tender number MOLG/ESP/06/2011-2012 by the Office of the Deputy Prime Minister and Ministry of Local Government, for the construction of Economic Stimulus Project (ESP) in Naivasha Constituency."
