    "content": "Madam Deputy Speaker, I have heard the Senator for Migori, talk about the Equalization Fund. However, in his Statement, he has not given us an action plan of the Committee. We know very well that there is violation of Article 219 of the Constitution. This because when the money has been disbursed under the disbursement schedule and County Allocation Revenue Act that has already been passed, the Ministry of National Treasury and Planning should not in any way violate Article 219 of the Constitution. So, we expected the Committee to give us action plans that they have put in place to ensure that the counties get the Equalization Fund. Madam Deputy Speaker, in Nandi County, for example, there was an increment of locations and sub-locations in Tinderet Subcounty and Nandi Subcounty. So, with that as the hindsight, it means that there are some services that were not being rendered because of lack of allocation of Equalization Fund."
