    "content": "“Loan guarantees by national Government. (1) An Act of Parliament shall prescribe terms and conditions under which the national Government may guarantee loans.” When you read this sub-Article and also read Article 212, Borrowing by Counties. It says: A county government may borrow only (a) if the national Government guarantees the loan; and (b) with the approval of the county Government assembly. Article 212 of the Constitution gives conditions for borrowing by counties, which includes the national Government guaranteeing the loan. Then Article 213 states that an Act of Parliament would have to prescribe the terms and conditions under which the national Government may guarantee the loans."
