That means that the Government must stop over borrowing from our banks and, therefore, crowding local investors. Basically, let us have people who have good ideas that can actually create employment and money for revenue to the Government. It is a way of remodeling and that is why we are talking about the bottom-up economy. That is why we are talking about moving away from the trickle-down economy. That is why we are talking about moving away from people sitting in boardrooms and deciding the best priorities for people in Nyamlang’ano Village. It is the people there who know what they need to have for their own development. It is a whole change of the economic model and also the governance model that will redraw the boundaries between the recurrent and development expenditure.
