"content": "People need to understand that at the end of the day, you need money to do development. If we do not want to borrow, can Kenyans be tasked to pay more taxes? Can we have those in tax brackets voluntarily increase their taxes? If we do that, then borrowing will be a thing of the past. Some of our colleagues who talk about the increasing debt do not even have a strategy to stop corruption. We know that there is some level of corruption. If Kenyans paid tax and there was no corruption, there would be enough money to do all the development. We just promise to do this and this but where will the money come from? I mean, let us be realistic and honest with each other and do the right thing by having a very clear strategy. Mr. Temporary Speaker, Sir, Kenyans are intelligent. They know the problem of this country. They know why there is not enough funding for projects and where we are borrowing from. If we want to be fair and honest to Kenyans, let us tell them a very clear strategy of fighting corruption."
