    "content": "I believe that in every county, there is an integrated plan and when the resources are realized they should also fit within the plans. Any governor who takes office must be having an integrated plan indicating what he wants to see in place in the next five years or 10 years. So, the resource development should be plugged into that plan. This is because there is no interference between the integrated plan and any other development of the resources that we have."
