    "content": "The fourth part of the Bill concerns the general provision of the Bill. In this part are clauses on agreements with the national Government, private parties, cross-county agreements, public participation, inclusion of youth and marginalized people. Normally when we talk of “marginalized” we mean youth, women and people living with disability. That is well articulated in the Bill. Clause 10 of the Bill talks about the resource existing in a county vests in the national Government pursuant to Article 62(3) of the Constitution. The national Government shall enter into an agreement with the respective county governments for the sharing of revenue accruing from the exploitation of such resources in accordance with the relevant written Law."
