    "content": "Clause 11 further makes provision for agreements with private parties for the exploitation of resources. Where a county cannot because of lack of enough resources the Bill allows for working together. They are allowed to work together to agree on the share of the input and also the output. So, that is also taken care of. It states that in such situation the county government shall ensure that at least 40 per cent of profits accruing from the exploitation of the resources shall revert to the county and benefit the local community."
