    "content": "Thank you, Madam Deputy Speaker, for giving me this opportunity. I wish to urge the people of Kisumu County that if Sen. Nyamunga needs any political position, she should be rewarded. This Bill is a game changer. As a society, if we cannot recognize people who do exemplary work, we should be ready to receive mediocre services from people who are not ready to work for their people. Devolution is young. It is only 10 years old now. Unless we get it right from the beginning, it will not reach the level that the framers of the Constitution had anticipated."
