    "content": "They need to access all the resources within the county, look at the means of exploitation in a sustainable manner of those resources, come up with the infrastructure requirements and the missing links so that they can easily generate their own resources. Some counties have capacity to generate whatever they are being given from the center now. It is only that they have not looked in that direction. There is need to have a Bill which turns their attention in that direction."
